The story

A whistleblower walks into a Baltimore diner at 2 a.m. and slides a flash drive across the table. One word is carved into the plastic: Pandora.

Investigative journalist Daniel Mercer has spent years pulling at the seams of America's surveillance machine. Now a former NSA contractor, Lila Voss, tells him the system has evolved past surveillance. It models people forward, treats probabilities as facts, and "prunes" threats before they act. The deaths look like ordinary tragedy, until the pattern locks into place.

At the center is PANDORA, a predictive engine built to prevent attacks, then repurposed to enforce "stability." It does not arrest. It does not negotiate. It edits the world into compliance, one clean removal at a time.

When Mercer opens the files, he finds the unthinkable: his name is already scored, tracked, and categorized. Then his status changes. Monitor becomes Engage. And a message hits his burner phone: "You've been upgraded."

With help from a hardened security specialist known as Tee, Mercer has one chance to beat a system that feeds on prediction: get the truth out faster than it can be erased.
