A detective finds a list of names. Then the names start dying.

Detective Jonah Raines has seen corruption up close, but this is different. A brutal murder leads him to a sealed network that keeps the city balanced through quiet violence, payoffs, and disappearances. At the center is a ledger no one admits exists, a living account of who gets protected, who gets ruined, and who gets erased.

As Jonah pushes deeper, he is forced into unstable alliances: Elena Morales, a reporter who knows the city’s secrets have owners, and Cipher, a ghost in the system with access to files that should not exist. Even Jonah’s own partner, Sarah Lin, is pulled into the gravity of the ledger, where loyalty is a currency and every choice creates a debt.

The closer Jonah gets to the truth, the more the city corrects the problem. Surveillance tightens. Witnesses vanish. Doors that used to open do not anymore. And the people behind the ledger, including Marcus Vale and the enforcer Victor Kane, do not negotiate.
